The Regional Council is an assembly that oversees the region's overall policy direction. Its 43 members are elected by direct universal suffrage. Marie-Guite Dufay, a Socialist Party member, has presided over the Region since 2008.

History

The creation of the "Région Franche-Comté", made up of the departments of Doubs, Jura, Haute-Saône and Territoire de Belfort, dates back to 1956. The Regional Council in its current form was founded in 1982. Since then, the scope of its activities has grown continuously following a number of decentralising laws passed by the national government, devolving powers to the regions.

The Assembly

Today, the Regional Council comprises 43 members in four political groups. The Regional Councillors are elected by universal direct suffrage. Their present term, which began in 2010, will come to an end in 2015. The assembly determines the major political direction for the region and each year votes on the budget, ensuring the resources required to finance projects. A number of plenary sessions are held while permanent and theme-based committees oversee activities.

The Economic, Social and Environmental Council (CESE)

The CESE is the region's second Assembly. Its 69 members come from a number of major players in the region (employers' organisations, unions, associations, universities, etc). Its role is to guide the decisions of the Regional Council by producing prospective analyses.

The President, the Office and the Departments

Since 2008 Marie-Guite Dufay has been President of the Regional Council of Franche-Comté. She prepares and executes the budget as well as the decisions voted on by the Regional Councillors. She is responsible for financial management and oversees regional administration. She is supported in the performance of her duties by nine vice presidents. Together, they form the Office that governs major regional policy directions and oversees their implementation. 1,731 agents are tasked with executing the programme they lay out, including 1,344 whose role is entirely devoted to making sure the secondary schools function smoothly.

Towards a Greater Region

The next regional elections in 2015 will be marked by the territorial reforms which herald the creation of "Greater Regions", grouping some of the current regions. In this case, Burgundy and Franche-Comté will join forces in 2016.
